Project Chulia Street "PCS" is a privately funded initiative that serves as a platform to bring together entities and individuals for specific projects that enhance health and happiness for migrant workers in Singapore and increasing their social / economic mobility at partnering Workers Accommodations.

 

The name Chulia was chosen as the history of Chulia Street holds lessons and significance for the awareness and recognition of all who contribute and share in the development and wellbeing of Singapore.   “… when Singapore was founded, the earliest immigrants from Southern India were known to the first European merchants and officials as the Chulias. During Farquhar's administration, a Chulia kampong was marked out for them”, and "from January 1, 1922, the name of the street extending from Raffles Square to South and North canal Roads was changed to Chulia Street”.

The main partnering Workers Accommodation operator for the initial period of 2 years (2016-2017) is Westlite. Westlite was selected by PCS given its notable record and evidence of attention and contributions to migrant worker welfare. Westlite is owned by Centurion Corporation Ltd, a subsidiary of Centurion Properties. The Centurion Group is ultimately owned by David Loh and Han Seng Juan.

 

 There are presently 3 potential project themes that PCS is pursuing and seeking partners to participate:

1.     Chulia Street Health: To establish and provide dental facility and volunteer staffing at one of Centurion's Workers’ Accommodations

2.     Chulia Street Nutrition: To launch a few pilot projects of provisioning of good nutrition items at one or more of the Workers’ Accommodations

3.     Chulia Street Learning: To source, establish and provide English and skills based classes at suitable locations or at one or more of the Workers’ Accommodations 

 

The initial partnering entities for the food initiative will be Kerbside Gourmet and Kühlbarra of the Commonwealth Group.

The Founding Directors of PCS are David Goh of Stewardship Equity and Eva Lim of Kühlbarra. Westlite executives advising PCS are Tony Bin (CEO of Accommodation Business, Centurion Corp Ltd) and Robert Lau (Westlite Dormitory Manager), head of Westlite’s Tenant Welfare Outreach.

 

 PCS Health – work with Westlite management to

a.      Identify suitable volunteer groups to staff monthly or bimonthly onsite dental checkups.

b.     Identify types of dental facilities required for such checkups

c.      Identify suitable locations within Centurion’s Workers’ Accommodations

PCS Nutrition – Work with Westlite management to

a.      Identify suitable periodic programs (quarterly, seasonal frequency) for provision of good nutrition and wellbeing items for Workers’ Accommodation residents

b.     Bring together groups that: i. provide food items, ii. Store food items,  iii. Prepare food items, iv. Distribute food items

PCS Learning – Work with Westlite management to

a.      Identify suitable English/skills based learning opportunities for Westlite Workers’ Accommodations residents

b.     Engage and arrange for such programs and classes by bringing together institutions and persons with Westlite
